Commissioning for Quality and Innovation (CQUINs) payments framework were introduced in 2009 (Department of Health [DH], 2010) with clear targets to reduce pressure ulcers on a year-by-year basis. Subsequently, the NHS Five Year Forward View (DH, 2014) set out the vision for promoting wellbeing, preventing ill health and promoting quality.
